Japanese fashion trend: Ganguro/Yamanba and manba makeup.
Ganguro aka “Black face”
The Shibuya and Ikebukuro districts of Tokyo were the centers of ganguro fashion. In contradiction to the traditional Japanese concept of beauty by having pale skin, dark hair, and neutral makeup tones, rebellious youth tanned their skin, bleached their hair, and used colourful makeup. Black ink is used as eye-liner and white concealer is used as lipstick and eyeshadow. False eyelashes, plastic facial gems, and pearl powder are often added to this.

Effie Trinket and The Capitol culture/people of The Hunger Games(BOOK/Movie) Inspired make-up.
This is my own interpretation on how Effie Trinket or the people from the Capitol would look like + a little inspiration from the movie as well. :)
”Dyed skin, talons, tattooed breasts or faces, and more fashions not mentioned. Some people of the Capitol also have gems implanted in their skin, as noted by Katniss.”
